Prior to the start of the Town Board meeting, a presentation on MS4s was given by David Kubek of the Central New York Regional Planning & Development Board. His talk centered on the Town Board being aware of evolving regulations and the responsibility to maintain compliance with regulatory requirements.

Court Clerks Teleconference Training Class
Motion: Councilor Patalino Second: Councilor Ryan
Authorization for Court Clerks Barbara Lenweaver and Karen Ladouceur to attend a teleconference training on Tuesday July 13, 2010 at the County Courthouse. The only cost involved is overtime for each clerk.
All in favor Ayes – 6 Nays – 0 Carried
Resolution # 132
Changes to Highway Department Curbside Pick-Up Schedule
Motion: Councilor Patalino Second: Councilor Albrigo
The Town of Geddes is now faced with a $2.9 million reduction in revenue as a result of the new 10 year sales tax agreement that was unanimously approved by the Onondaga County Legislature on May 4, 2010. The Town Board authorized the Highway Department to change schedules and items that they will pick-up at the June 8, 2010 meeting. This resolution now lists the schedule that they will now utilize.

The Town Board reconvened at 5:25PM.
The Solvay Board of Trustees also convened their meeting in conjunction with the Town.
The Village Board members present were Mayor Kathy Marinelli, Deputy Mayor John McPeak, Trustee Ron Benedetti, Trustee Jamie Colucci, Trustee John Fall Sr, Trustee Dave Flaherty and Trustee Tom Tarolli.
Mayor Marinelli asked Greg Lowe, chairman of the Solvay Electric commission to report on the Village of Solvay Electric Dept. The Electric Dept is owned by the Village of Solvay and regulated through the New York Power Authority. The Electric Dept will follow procedures on any delinquent customers until the bill is paid or power is turned off. The Town has been withholding approximately $900 per bill. At present they are approximately $4600 in arrears. The Village sent out a disconnect notice on 6/22/2010. Power is due to be turned off on 7/07/10. There was extended discussion regarding the current issues that the Town and Village disagree on. In an attempt to forge an amicable settlement, the Town Board proposed the following resolution:

Pay outstanding Electric Bill
Motion: Councilor Czaplicki Second: Councilor Patalino
Resolved that the Town authorize payment of the current outstanding bill to the Village of Solvay Electric Department.
All in favor: Ayes – 6 Nays – 0 Carried.
In a similar attempt to forge an amicable settlement, the Solvay Village Board of Trustees then proposed a resolution to not turn off the power to the Town. It was passed unanimously. The Town Board and the Village Board of Trustees then proposed a joint committee meeting on July 19, 2010 at 5:00pm to discuss options to resolve the issues.
